The perfect time to start working on and securing your wedding transportation is about 4 months before the big day. You want to know your wedding date, ceremony/reception time and location before you ask for quotes. If you're getting married between November - March all high class cars will be in demand so you'll be battling with many other brides!
How large is your family? It's best to take a head count of your wedding party and immediate family. Simply, the people who are usually transported are the bride, groom, wedding party, both sets of parents, grandparents and siblings not in the wedding party.
But sometimes your budget may not allow for so many family & friends to be transported. If this is the case, stick with just your wedding party.
This is a HUGE logistic to concentrate on! You need to figure out all the travel times/periods between all your locations before you make those calls and ask for quotes. It's as easy as opening google maps and inserting your locations. Ultimately, once you've researched all the timings and hashed everything out, your best time to arrive for the ceremony is 15 minutes before you take that walk down the aisle.
